Critical Evidence Restored in Michelle Troconis Appeal (The Herman Report and Giglio File Returned to Appellate Record)

On August 4, Judge John Blawie corrected two critical issues that had been stalling Michelle Troconis’s appeal:

  1. The Herman Report — a psychological custody evaluation that supports Michelle’s defense.

  2. A Giglio file — previously reviewed by the State for exculpatory content but never disclosed to Michelle’s legal team.

Earlier this year, before his retirement, Judge Kevin Randolph had ordered that Michelle’s appellate counsel be granted access to both the Herman Report and the Giglio material. These documents were to be preserved in the Stamford clerk’s office for appellate review.

But in a deeply troubling turn, both documents went missing — delaying Michelle’s appellate brief and raising serious concerns about the integrity of the court record.

On August 4, at Stamford Superior Court, Judge Blawie took corrective action to address these issues. Both the Herman Report and the Giglio file have now been located and formally reinstated into the appellate record.

While this may appear to be a procedural fix, it represents a meaningful step forward. Restoring this critical defense evidence strengthens the integrity of the appellate process and reinforces the broader pursuit of truth, accountability, and due process.
